Telecommunication Union (ITU) Strategy and Policy Unit (SPU). The paper, together with background resources on the topic, have been prepared in the framework of a research project on " mobile overtakes fixed ". The project is part of ITU's New Initiatives Programme and under the project management of Lara Srivastava . The rise of mobile telephony to overtake fixed has brought with it a huge number of implications, but perhaps the most significant impact is on access, both to basic telecommunication services, and to information and communication technologies (ICT), as a tool for economic and social development. It is also noteworthy that the phenomenon of the mobile cross-over has taken place across geographic criteria such as countries, regions, and continents, across socio-demographic criteria such as gender, income, or age, and across economic criteria such as price premium for mobile (micro) or GDP per capita (macro). Going Mobile:
We empirically estimate the substitutability of fixed and mobile services for telecommunications access using a large, U.S. household survey conducted over the period 2000-2001. Estimated cross-price elasticities confirm that second fixed line and mobile services are substitutes for one another. The extent of fixed-mobile substitution has important implications for policy toward fixed network u...
متن کاملMobile network competition, customer ignorance and fixed-to-mobile call prices
This paper examines the influence of mobile network competition on the prices of fixed-to-mobile calls. Because fixed line customers cannot, in general, distinguish the identity of a specific mobile network, these networks have market power when setting termination charges for calls from fixed l ines. We show that: (1) unregulated mobile termination charges will result in higher than monopoly c...
متن کاملThe “Hot Potato” of Mental Health App Regulation: A Critical Case Study of the Australian Policy Arena
Background Health apps are a booming, yet under-regulated market, with potential consumer harms in privacy and health safety. Regulation of the health app market tends to be siloed, with no single sector holding comprehensive oversight. We sought to explore this phenomenon by critically analysing how the problem of health app regulation is being presented and addressed in the policy arena...
متن کاملRegulating termination charges in asymmetric oligopolies
This paper extends a standard Hotelling model to three firms and analyzes the competitive effect of asymmetric regulation on mobile and fixed termination charges. In the presence of fixed-mobile substitution, above-cost mobile termination charge creates a trade-off on the mobile network’s profit: i.e., (i) reducing retail profit by strengthening competition for subscribers (‘‘price competition ...
متن کاملFixed - Line and Mobile Internet : Complements or Substitutes ?
This article examines whether the quality of local fixed-line Internet service influences mobile Internet adoption and usage. An empirical analysis shows that local fixed-line Internet speed relates negatively to mobile Internet adoption and usage; if the local fixed-line connection is insufficient, consumers tend to get online through their mobile phones. Further, better local mobile Internet ...
